Opportunity and Crisis-the Renegotiation of the Columbia River Treaty

The Columbia River Treaty, which was signed in 1964, is up for renegotiation.  This critical Treaty between the Province of British Columbia and the United States sets the framework for the regulation of the Columbia River.  When it was signed in 1964, there were two concerns, and only two concerns: hydroelectricity and flood control. The world is very different now-both the US and BC acknowledge that environmental concerns, tribal concerns and the impacts of climate change must be considered in future treaty negotiations.  Will there be a new treaty? What are the legal parameters?  What process is underway? What factors will be pivotal in the upcoming negotiations?

Suzanne Skinner, an attorney for over 20 years, recently became the Executive Director of the Center for Environmental Law & Policy.   She previously served as a water resources and shorelines judge for the state Environmental Hearings Office); an attorney for American Rivers; an assistant US attorney in New York specializing in environmental, fraud and civil RICO actions; and as researcher for a Hong Kong think tank.   Most recently, she was the Civil director of the Seattle City Attorney's Office.

Elwha Dam Removal: Past, Present, and Future

Sarah is a field ecologist whose research focuses on biological assessment: using biota to evaluate the condition of a place and better identify the causes of degradation. Within this broad framework, she has conducted research on the effects of urbanization on the health of Puget Sound urban streams and evaluated the effectiveness of restoration actions on streams and rivers in the Pacific Northwest. Sarah holds a B.S. in Environmental Science from UC Berkeley and an M.S. in Aquatic and Fisheries Sciences from the University of Washington.  She has been a member of the Watershed Program at the Northwest Fisheries Science Center since 2000.

Water Resources Planning in a Changing Climate: Recent University of Washington Climate Impacts Group and Stakeholder Collaborations

Marketa McGuire Elsner

Marketa McGuire Elsner, P.E. is a research scientist with the Climate Impacts Group at the University of Washington. She specializes in hydrology and water resource management and the related impacts of climate change.  Marketa has recently been involved in projects which relate past and projected hydrologic change to changes on the landscape, including forest recruitment, wildfire extent, and habitat suitability for wolverine and various fish species. Marketa is a registered professional engineering in Washington and has degrees in civil engineering from the University of Washington and University of Colorado.

The Climate Impacts Group at the University of Washington has worked with stakeholders in the regional water resources planning community for over 15 years. Marketa will provide an overview of projected changes in regional climate and hydrology. The talk will include examples of some recent collaborative studies involving the CIG and regional stakeholders to illustrate how these projections are being used or may be used in a resource management context. Examples  include the investigation of climate change impacts on hydrologic extremes in the Olympic National Park and Forest with respect to transportation infrastructure; as well as in the Skagit River Basin with respect to regulated flood risk in the delta region; and, evaluating hydrologic connections with landscape processes in a changing climate.

Sponsorship Details
Corporate sponsorship will allow WA-AWRA to reduce member admission costs and continue to subsidize reduced-cost student dinner meeting admission. Sponsorship starts at $250, for shared-sponsorship with a maximum of three firms. $500 provides sole-sponsorship of the event. Both sponsorship levels include:
  • Prominent feature of the firm's logo in all electronic and print advertisements and communications for the event, reaching approximately 500 water professionals.
  • Publication of firm logo in the WA-AWRA newsletter with a feature article on the meeting.
  • Prominent display of firm's logo and public acknowledgment of sponsorship at the meeting.

Corporate Sponsorship Details

Corporate sponsorship will allow a student to attend our evening dinner meetings free of cost. Our intent is to open up the opportunity for interested students to gain free access to timely water resource issues and professional networking opportunities.

Corporate WA-AWRA Dinner Meeting Student Corporate sponsorship includes the following;     

  • Sponsorship of a single student is $30. Firms can sponsor an unlimited number of interested students. Our goal is to sponsor every interested student; students will be selected on a first come first serve basis.

  • Corporate sponsors will have public acknowledgment of sponsorship during the meeting.

The Northwest Geological Society holds regular meetings on the second Tuesday of each month from October through June. Field trips are held in June and September. A list of the planned meetings and trips can be found on their site.

The Seattle Chapter of the ASCE hold regular meetings and events. A calendar of events can be found on their web site.
The Seattle Chapter of ASCE Water Resources/Environmental (WRE) Group holds noon brown bag meetings every third Thursday of each month (excepting July, December, and conflicts with holidays) on a variety of water resources topics.
